On April 21, 2025, The Center for Community Solutions released fact sheets and an interactive map describing Medicaid enrollment throughout Ohio and then breaking things down in the fact sheets by County.
Around the same time as the release of Community Solutions’ facts sheets on Medicaid, the American Hospital Association (AHA) published both an infographic and an in‑depth fact sheet that illustrate the demographic and eligibility impacts on Medicaid enrollment nationwide, highlighting the damaging impacts of potential funding shortfalls on patients and health care systems. Recognizing that each state’s Medicaid program operates with a certain level of nuance, we decided to do a targeted analysis of Ohio’s Medicaid data to see exactly what’s at stake for Ohio’s communities and the community members who use Medicaid as their health insurance provider.
Medicaid in Ohio functions as a cornerstone of the state’s health care system.
Here are a few key takeaways from our examination of the data:
Medicaid in Ohio functions as a cornerstone of the state’s health care system, reaching over 40 percent of all children, a substantial portion of residents living in rural areas, low‑income older adults, and covers nearly 40 percent of all births. High pediatric enrollment helps secure preventive services and developmental screenings, while strong prenatal and postpartum coverage underpins maternal and infant health. It is important to consider that in rural communities in Ohio, where 30 percent of children under age 19 are covered by Medicaid, reducing Medicaid coverage would exacerbate enrollment gaps, further delaying care and increasing out‑of‑pocket financial strain for beneficiaries. For lower income older adults, Medicaid eligibility provides vital access to long‑term services and supports, mitigating out‑of‑pocket costs and preserving independence.

Community Solutions has forthcoming fact sheets that will take an even deeper look at each legislative district.
From our calculations, the impact of decreases in Medicaid funding on Ohio’s communities would be vast, with drastic impacts from urban areas to more rural areas and from our youngest community members to our oldest. The current proposed changes to Medicaid would impact Ohioans along the lifespan and likely for years to come.
As such, Community Solutions has forthcoming fact sheets that will take an even deeper look at each legislative district, illustrating the distinctive impact of Medicaid on Ohioans. Please continue to follow our work for more updates as the Medicaid landscape continues to evolve.
