Last week we shared a timeline on the state budget process and what we should expect as the budget progresses through the legislature.
The budget process begins with the House finance committee, but this time, the process will be a bit different as the House will be using standing committees instead of subcommittees of finance. Each of the standing committees will be responsible for hearing budget testimony from select agencies (in the table below) and public testimony on those respective topics. This decision was revealed in in January by Ohio House Speaker Matt Huffman in a press conference on the House Standing Committee structure.
As usual, the budget will flow through both the House and Senate finance committees, with the budget process in the House going from February to early April and the budget process in the Senate picking up and lasting until early June.
Below is information on the committees, and the agencies assigned to them that are relevant to the work of the committee.


Hearings on the budget began last week included the Ohio Office of Budget and Management and the Legislative Service Commission presenting on the overall budget and then the Departments of Medicaid, Children and Youth, Job and Family Services, Education and Workforce, Higher Education, Rehabilitation and Corrections and the State Auditor directors presenting to the House Finance Committee on the budgets of their respective agencies.
