The Cuyahoga County Health, Human Service, and Aging committee met on March 16 to hear one contract.

The contract extension will run until September 30, 2022, for the Salvation Army Pick Up, Assessment Sheltering Service (PASS) Program. The PASS program provides basic temporary housing and rapid rehousing and recovery for up to 75 homeless men according to Marcos Cortes, who presented the contract on behalf of the Budish administration. The program typically serves between 150-200 men annually.

Funding the Salvation Army PASS Program

The contract amount, $730,701, would be funded with 74 percent federal dollars through the Housing of Urban Development and 26 percent through the county Health and Human Services Levy Dollars. According to Cortes, the PASS program has been in place since 1994. Bo Hill, Executive Director of the Salvation Army Harbor Light Complex, added that in the past year, approximately 80 percent of individuals have exited the facility in the past year have moved into permanent placement. He attributed the slightly lower percentage, compared to previous years, to the impact of the pandemic and the overall difficulty in getting people housed.

The contract was passed out of the committee under second reading suspension, which means that it will not have to take the three readings to pass out of the full county council. The committee then heard a presentation from Milestone Autism Resources. The meeting was then adjourned.
