In the last state budget, the legislature required the Ohio Department of Medicaid to develop a new work requirement for Medicaid enrollees and submit it to the federal government for approval by March 1, 2025. ODM has now released the application and public notice for this work requirement. This work requirement would apply to Medicaid Group VIII enrollees, who are covered by Medicaid expansion.
Group VIII enrollees are adults earning less than 138 percent of the Federal Poverty Level.
The new proposal from ODM would require Group VIII enrollees to also satisfy at least one of the following criteria:
- Be at least 55 years old
- Be employed
- Be enrolled in school or an occupational training program
- Be participating in an alcohol or drug addiction treatment program
- Have intensive physical health care needs or serious mental illness
This proposal is now open for public comments. ODM is hosting in-person public hearings in Englewood on January 3, 2025, and in Columbus on January 9, 2025.
