The Ohio Association of Health Plans (OAHP) is currently reviewing proposals for the Community Reinvestment Collaborative Plan pilot.
Ohio’s Managed Care Organizations (MCOs)— Aetna OhioRISE, AmeriHealth Caritas Ohio, Inc., Anthem Blue Cross and Blue Shield, Buckeye Community Health Plan, CareSource Ohio, Inc., Humana Healthy Horizons in Ohio, Molina Healthcare of Ohio, Inc. and UnitedHealthcare Community Plan of Ohio, Inc.—are members of OAHP. OAHP is working with the MCOs to ensure that the vision for community reinvestment, as crafted and outlined by the Ohio Department of Medicaid, is fully realized.
The pilot process included several phases, as OAHP works to ensure that the reinvestments distributed directly reflect the needs of the community.
Athens and Cuyahoga counties develop priorities from community input
To ensure that the community's needs were at the forefront of the Call for Proposals, OAHP worked closely with The Center for Community Solutions to hear community members in a pilot including Athens and Cuyahoga counties. Community Solutions assisted OAHP in compiling qualitative and quantitative data to form a health needs assessment.
Using the information gathered from the assessment, focus groups were formed that represented various groups within each community. The regional advisory committees and steering committees heard the feedback from community members and used it to guide development of a set of priorities.
The priorities developed in Athens County differed from those finalized in Cuyahoga County, as the voices heard expressed differing needs. Calls for Proposals in each county included the priorities developed within each community.
Decisions will be made based on information in the presentation.
Proposal decisions are expected by winter
If you have submitted a proposal from either Athens or Cuyahoga Counties, your proposal is still under review. Decisions are expected by Winter 2024, with funding issued by the first quarter of 2025.
In Athens County, the steering and regional advisory committees have reviewed proposals. The committees agreed it was necessary to get more information from some organizations, so some were invited for a presentation to answer questions posed by the steering committee. The next step is a final review and determining award levels, which will occur simultaneously for Athens and Cuyahoga Counties.
Cuyahoga County regional advisory committee finished reviewing proposals in August 2024. Next, the proposals will be reviewed by the steering committee, with an expected review to be completed in September 2024.
After the Cuyahoga County regional advisory committee and the steering committee complete reviews, the scoring and project overview will be combined into a presentation for executive review. Decisions will be made based on information in the presentation.
